The Public Hearing was opened at 7:00pm. M. Briggs read the hearing notice as it appeared in the Millbury Sutton Chronicle.
The purpose of this hearing is to review a Notice of Intent submitted to the Conservation Commission by Thomas Vassar, Sutton, MA. The project consists of an addition, new foundation, and attached garage with driveway for and existing single family house in the buffer zone of a BVW and Lake Singletary.

E. Bazzett explained the proposed two additions, garage and paved driveway with access on Old County Road. The resource areas are the edge of the lake, the 200í great pond of Lake Singletary, the BVW, and the 100í buffer zone. They propose to jack the house up, remove the field stone foundation and replace it with a concrete full foundation with the additions, and a concrete frost wall for the garage slab floor. There are four trees to be removed. There are two 10” pine trees in front of the garage and 24” and 18” trees on the corner of the garage. Theses trees would be replaced with four new trees somewhere in the same area.
M. Briggs questioned the status of the Board of Health. They need to sign off on the plans.
T. Vassar replied there would be no bedrooms added, just open living space.
J. Sheehan questioned how they would do the work and what erosion controls they would use.
E. Bazzett explained they would raise the house and build a ramp down from the front of the house to do the foundation. They would pump in the concrete. All the work would be done from the front of the house.
M. Briggs said Conservation needs a written detailed narrative and to do a site visit to understand what and how this work would be done.
J. Sheehan stated the excavated material needed to be taken off site.
M. Briggs reviewed what was needed: a clean plan, a written narrative of how the work is to be done, approval of the Board of Health, a planting plan showing what native species are to be planted. Planting some near the lake for shade should be given consideration.
S. Paul summarized the site visit done by Ecosystem Solutions.

The project consists of construction of a single-family dwelling, driveway, septic system, well and earth cuts and fills, includes sedimentation and erosion devices and walls.

W. Drexel reviewed the area where an easement for a driveway was acquired from the abutting Conley property. The easement was to minimize impact to the wetland area. The standing water area may be a vernal pool and needs to be looked at.
J. Sheehan said there was significant activity between the 50í and 100í buffer zone upgradient of the resource area. This could be a risk to the resource area. There is an intermittent stream that comes off the hill on the property. That could change the driveway location.
M. Briggs feels they need to file a Notice of Intent. There is a question of a vernal pool and stormwater issues on the project. He also questioned the limit of work, limit of lawn, and the roof runoff from the house and garage. The removal of any trees 5” and over needs to be documented and a planting plan to show where replacements are to be planted would be required.
